Betting Platforms Face Uncertainty as Washington, DC Awaits Budget Approval
The sports betting landscape in Washington, DC is poised for significant changes, pending the approval of a critical budget bill. Leading betting platforms BetMGM and Caesars Sportsbook prepared to expand their operations in the nation's capital on Monday, 15 July. However, the planned celebrations at Nationals Park by BetMGM were abruptly canceled due to delays in the approval process by Mayor Muriel Bowser.
As it stands, Mayor Bowser has not yet signed the requisite budget bill, creating a cloud of uncertainty over the market. This delay has had immediate ramifications, most notably for BetMGM, which had to call off its launch event, causing disappointment among sports betting enthusiasts. Currently, FanDuel, in collaboration with the DC Lottery, remains the only sports betting platform operating in DC as of Monday night.
The Impact of Legislative Delays
The DC Council had already given its final nod to the fiscal year 2025 budget on 25 June, with the expectation that it would come into effect by 15 July. Nevertheless, the delay in the mayor's approval has hampered the immediate rollout of expanded sports betting options.
The district’s journey into sports betting has been fraught with controversies and missed opportunities. Back in January 2019, the DC Council passed legislation to approve a single-provider digital market without going through a competitive bidding process. This move granted lottery vendor Intralot an expanded contract to manage sports wagering through its GamBetDC platform.
Critics lambasted GamBetDC for its limited betting markets and frequent technical issues, which ultimately saw the platform fall short of its revenue expectations. The DC Lottery decided to shut down GamBetDC following a new partnership with FanDuel, a decision that has already proven fruitful.
FanDuel's Rapid Growth
The data speaks for itself. In the first month of FanDuel's online sports betting operations, the handle surged by an astonishing 450% compared to the same period under GamBetDC. FanDuel generated a remarkable $4.9 million in revenue in May 2023 alone, far eclipsing GamBetDC’s earnings of $711,282 for the same month.
This partnership has been mutually beneficial, as the city garners 40% of the revenue from lottery-backed wagering partners. With Intralot's contract expiring on 15 July, the new arrangement with FanDuel promises a more robust and reliable sports betting market for DC residents and sports fans.
New Licensing Regulations
Further changes are on the horizon. The latest budget introduces Type C licenses, which are valid for five years and come with a $2 million price tag, plus an annual renewal fee of $1 million. Additionally, license holders will be subjected to a 30% tax rate. These licenses provide operators the ability to partner with franchises rather than being confined to specific venues.
FanDuel, for example, has secured its market access through a partnership with Audi Field, allowing the company to benefit from a reduced tax rate of 20%. This strategic alignment has enabled FanDuel to establish a solid retail presence at Audi Field since July 2022.
Localized Competition
BetMGM and Caesars Sportsbook have both secured Class A licenses, providing them with the authority to offer digital platforms within a two-block exclusion zone around their respective venues—Nationals Park for BetMGM and Capital One Arena for Caesars Sportsbook. Caesars was quick to capitalize on this opportunity, launching its sportsbook at Capital One Arena in July 2020, followed by BetMGM, which began operations at Nationals Park in June 2021.
As these big industry players prepare to further their footprint in DC, the city’s approval of the budget bill remains a pivotal turning point. The sports betting ecosystem in Washington, DC has evolved significantly but continues to be influenced by legislative and bureaucratic pacing.
